Perfect! That makes complete sense. Then after the Attack is complete the new Ship is built and then is allowed it’s option to Attack immediately, correct? If so, Any Tech that triggers on “When you start an Attack” (and NOT “When you start an Offensive”) will trigger again, I suspect.
Quick Question, If you have 7 planned resources on a ship under construction and 3 ships in your empire with which you Start an Offensive, would the ship under construction Automatically move to your Empire if one of the attacking ships is Damaged/Destroyed, as the 7 planned resources would now meet the needed cost to build the ship?
Yes, that’s exactly how that works – but the new ship is build only after the attack, so it doesn’t chain into a combo loop.
